Preparation and administration of sub contracts initially for seven different locations in Al Anbar Province, Iraq. Transferred to C5 Taji in July of 2005. Transferred to Baghdad in September 2006. Responsible for review of all subcontracts and supervision of subcontracts administrators. Signature authority of $1,000,000.00. Direct team of procurement specialists. Hired by ARC for 4 separate BPRM/USAID funded consultancies. The initial consultancy was to identify short comings and resolve problems the client were experiencing with their logistics and purchasing department and operational base in the refugee camps of Kountaya, Boreah and Kissidougou. I was asked to return in order to carry out staff development and training programs geared specifically to procurement and logistics. Upon completion I was hired by ARC HQ to prepare and present a Global Procurement Procedures and Policy Manual for their international operations. I subsequently returned to Guinea to assist and provide advice in the expansion of the ARC operation and programs into the Nzerekore and Guekadou areas.

Directed team of 12 procurement professionals for 2300 person mission, based at OSCE HQ in Pristina. Selected and facilitated a team to evaluate and recommend contract decisions, developed a decision matrix used to select successful bids and summarized the recommendations to the respective departments for final decision.
