Punjab State Road Sector Project (PSRSP)
Project Budget : US $ 333m, World Bank funding US $250m
Scope of Project : Improvement of 1300 Km State Highways
Position : Deputy Project Director
Duties :
• Leading the Core team implementing World Bank funded PSRSP

• Procurement of Civil Works: Completed procurement worth US$175m of Phase I works in a very efficient & transparent manner following the World Bank procedures & guidelines
o Preparation & Finalization of Bid Documents for Civil works Contracts (20 Contracts : 4 ICB & 16 NCB )
[The NCB document used is based on FIDIC Red Book 1987 conditions, and ICB document on the latest 1999 conditions. PRBDB was the first road authority in India to use FIDIC 1999 MDB harmonized version in its ICB Contracts]
o Evaluation of the Bids : Member of the Tender Evaluation Committee to evaluate & make recommendations for the award of the works. Evaluated Bids received for all 20 Contracts (ranging from 0.75 million USD to 50 million USD & participation of 6 foreign bidders) in time bound & transparent manner.
o Issuance of the Letter of Award & Signing of the Contract Agreement with the Successful Bidders
• Procurement of the services of the Adjudicators (for 16 Contracts) & members of the Dispute Board (For 3 DBs)

• Procurement of the Services of the Construction Supervision Consultant (2 Contracts) & Technical Auditors (7 Contracts) for the execution of works on ground

• Procurement for Phase –II civil works under OPRC (Output & Performance based contracts) for 650 km road network (~ 250 million USD)

• Contract Management of all the Civil Works: Control the 6 project divisions executing the works on Ground (Upgradation of 150 Km, Rehabilitation of 200 Km & Maintenance of 350 Km).
o Responsible for guiding/ advising the Employer / Engineer on Contractual matters.
o Handling the Contractor’s Claims on all civil works
o Coordinating with multi-agencies for Land acquisition / utility shifting / forest clearance to hand over encumbrance free site
o Supervise the implementation of RAP (Resettlement Action Plan) and EMP (Environmental Management Plan) at site of works
o Technical support to Project Divisions for the execution of the works
o Issuance to Excise / custom duty exemption certificates (232) to Contractors for procurement of Goods / Equipment

• Management of the Project: Responsible for the successful management of the Project. All the Civil Works of Phase I of the project are in progress on ground. Since April 2007, 35% of WB loan has been disbursed which is the first such instance for WB funded Road Sector projects in India.
Additional Responsibilities at PRBDB:
A. Appraisal of the Project from World Bank
In the preparatory phase of the project, the entire case for appraisal / negotiation of the Project from WB was prepared to secure the Loan from the World Bank in December 2006.

B. Procurement of Consultancy Services (20+) : For the services of preparation of Detailed Project Reports, Output & Performance Based Road Contracts, Feasibility Studies, Integrated Transport Sector master Plan, Road Reclassification, Institutional development, Social & Environmental Safeguards, Road Safety etc.

C. Administrative Control of PRBDB
o As deputy to the Project Director, who is also the Joint Secretary of PRBDB, share his responsibilities in carrying out the official commitments.
o It includes, but not limited to, direct communication with State Govt & the World Bank, submission of reports, making presentations, correspondence, record keeping etc.

D. Member – IDS Committee for the Public Works Department
o Nominated in IDS committee constituted by the Government to review, and decide on Institutional development strategies for department of Public Works & PRBDB in particular, and the Road Sector in general



E. Officer In charge – Planning & Monitoring of the PWD Works
o Planning, monitoring and implementing various infrastructure projects in the highway sector (7400 km State Roads, 1700 km National Highways & 46000 Village Link Roads) in Punjab. Coordinate with all the wings of PWD, and report directly to the Secretary Public Works, & to the CMO (Chief Minister’s Office)

F. Nodal Officer
o Computerisation of entire PWD B&R including e-governance & e-procurement
o Creation of GIS for Road network in State for Road Asset Management System
o Development of PRBDB & PWD websites

Important responsibilities/assignments handled in Public Works Department (Sub Divisional Engineer / 1993-2005)
A. Construction & Maintenance of Roads
o Construction, rehabilitation & maintenance of Roads
 Av. Annual Budget : Rs. 15-20 Crores (~ 5 Million USD)
 New Construction : ~175 km
 Rehabilitation : + 650 km
 Maintenance : ~ 800 km Road Network each year
o Estimation, procurement & execution of road works
o Quality Control & Construction Supervision
o Contractual & Financial management of these works
o Direct Contracting followed for Maintenance works
o Ably demonstrated the potential to lead the teams on project of any magnitude

B. Bridge Works
o Constructed 4 lane (600m : 5 million USD) Road Over Bridge on one of the busiest Railway at-grade intersection (42° skew) in Patiala City within available limited ROW and requiring realignment of a water channel running below (along)the approaches.
o Constructed single span (45m) bridge on an important Canal carrying drinking water to southern parts of Punjab, Haryana & Rajasthan, the closure of which during construction was not possible

C. Building Works
o Large scale renovation & reconstruction of Rajindra Hospital & Medical College Complex (Area 150,000 sqm : 4 million USD) in Patiala including internal roads.
o Maintenance of Educational Institutions, Government Offices & Residential Complexes (Annual Budget ~ 1.5 Million USD)

D. Urban Road Network & other infrastructure
o For inaugural Indo-Pak Games (Dec 2004), executed road works involving construction of new lanes and rehabilitation of the important city roads in record time
o Preparation of Stadiums for the sports activities
o Complete renovation of the Circuit House & Rest House to cater for the VVIP International Dignitaries.

E. Administrative Control of Sub Divisions
o Controlled a Road network in a jurisdiction spread of about 350 sq km with average staff strength of 100-150 technical & non technical manpower
o Apart from contributing as Professional Engineer in technical matters, as Manager of the Government Assets additional responsibilities were handled such as,
 Pursue the Court cases arising due to contractual disputes or other administrative matters, and bring them to logical end;
 Interaction with the general public and the district administration;
o Excellent Service Record. Each Assignment was handled with utmost responsibility.

F. Nodal Officer for PMGSYF
o Deputed as nodal officer for the entire Amritsar District to finalize the Core network, interlinking 17000 km village roads (black topped, 3.5m carriageway) to the commercial / marketing centers, nearby towns / cities, under Prime Minister Village Road Scheme (PMGSY).
o Coordinated with 16 offices of PWD / Market Committees (local agricultural produce sale/marketing bodies representing hub of about 100-150 villages, and 250 odd km of village link roads) in the district, and finalized the network.
o The Construction of the New Link Roads was taken up in Phase I (2002) & Upgradation to 5.5m carriageway in Phase II (2004).


G. Association of PWD Engineers
o General Secretary / President of the State for 7 years (1999-2006)
